Accident Summary:

After instructions from the tower, the aircraft commander hovered short of center of runway when an O-1 commenced takeoff. To avoid a mid-air collision, the aircraft commander pulled back on the cyclic causing the tail rotor to strike the ground. The aircraft sustained a hard landing collapsing the skids
