Accident Summary:

THE AIRCRAFT RECEIVED A MISSION TO PROVIDE CONVOY COVER FOR A MOVEMENT IN THE DUC TRONG AREA. AT 0830 HOURS THE AIRCRAFT DEPARTED PHAN THIET, RVN, TO ACCOMPLISH ITS MISSION, BUT DUE TO POOR WEATHER CONDITIONS IT WAS FORCED TO RETURN. THE AIRCRAFT COMMANDER NOTIFIED HIS OPERATIONS THAT HE WOULD MAKE ANOTHER ATTEMPT TO REACH DUC TRONG AT 1030 HOURS. WHEN THE SECOND ATTEMPT WAS MADE, THE WEATHER CLEARED SUFFICIENTLY THAT THEY COULD CLEAR THE MOUNTAINS BETWEEN PHAN THIET AND DUC TRONG. WHILE CLIMBING TO GET THE NEEDED CLEARANCE OVER THE MOUNTAINS, THE AIRCRAFT COMMANDER NOTICED THAT AT 33 POUNDS OF TORQUE THE ENGINE RPM BLED TO 6300. HE FOUND IT NECESSARY TO REDUCE HIS AIRSPEED TO 60 KNOTS IN ORDER TO CLIMB. UPON HIS ARRIVAL AT DUC TRONG, THE AIRCRAFT COMMANDER WAS NOTIFIED THAT HE WAS TO STAND-BY AT THE AIRFIELD. HE MADE ONE LOW PASS OVER THE AIRFIELD TO DETERMINE THE WIND DIRECTION AND VELOCITY. IT WAS GENTLE AND FROM THE SOUTHEASST. AS HE CIRCLED THE AIRFIELD TO SET UP HIS APPROACH, HE AGAIN NOTICED THE AIRCRAFT SEEMED SLUGGISH. AS HE WAS ON SHORT FINAL TO A LARGE PARKING RAMP, HE NOTED THAT THE PITCH APPLICATION WAS NOT REDUCING THE RATE OF CLOSURE AND THAT HE WAS BEGINNING TO LOSE RPM. AFTER OVER SHOOTING THE RAMP, THE AIRCRAFT COMMANDER HAD TO LOWER THE NOSE OF THE AIRCRAFT AND TURN SLIGHTLY TO THE LEFT IN ORDER TO AVOID IMPACTING A HOUSE AND DIKE LOCATED AT THE END OF THE RAMP. THE AIRCRAFT COMMANDER ATTEMPTED TO MAINTAIN TRANSLATIONAL LIFT AND INITIATE A GO-AROUND. HOWEVER, IN AVOIDING THE HOUSE AND DIKE, THE AIRCRAFT COMMANDER HAD TO PULL IN ADDITIONAL COLLECTIVE PITCH. SEEING THAT HIS RPM WAS TOO LOW TO MAKE A GO-AROUND, THE AIRCRAFT COMMANDER USED WHAT PITCH WAS REMAINING TO CUSHION THE LANDING IN A SOD AREA ABOUT 50 METERS PAST THE DIKE. AFTER THE AIRCRAFT TOUCHED DOWN, IT WAS SHUT DOWN AND THE CREW INSPECTED IT FOR DAMAGE. THE AIRCRAFT COMMANDER NOTIFIED THE PROPER AUTHORITIES AFTER DAMAGE TO THE SKIDS AND CROSS TUBES AND THE UNDERCARRIAGE.\\
